Mission

 The Staff Judge Advocate (SJA) is the principal legal advisor to the Commanding General (CG) on all legal matters except matters under the cognizance of the Pacific Area Counsel Office (PACO).  The AC/S SJA, as a special staff member, is directly responsible to the CG in matters relating to Administrative Law, Installation Law, Foreign Criminal Jurisdiction, Claims, Freedom of Information Act (FOIA), and the administration of military justice. 

The Office of the SJA provides a full range of legal services to include, interpretation of Japanese law, the Status of Forces Agreement (SOFA), Japanese customs and culture which have legal implications, installation/civil law, coordination and administration of claims, administrative law and military justice/criminal law matters.

Services Provided by Section

Installation Law
The Installation Law Section provides Status of Forces Agreement (SOFA) Certification Letters and Commercial Activities or Private Employment Approval Letters.

Claims
The Claims Section processes claims for traffic accidents, personal property damage and other incidents involving SOFA members who are assigned or attached to Marine Corps Installation Pacific.

Freedom of Information (FOIA) and Privacy Act

Foreign Criminal Jurisdiction
The Foreign Criminal Jurisdiction Officer provides SOFA Rights Advisement briefs for SOFA members who are in Japanese custody or are required to speak with the Japanese Police.  Contact the OSJA to schedule a SOFA brief.

Administrative Law
The Administrative Law Section processes post-trial cases and non-judicial punishment for the MCIPAC Command.

The Installation Law (ILAW) Section provides customer service for Marine Corps service members, members of the civilian component, and their dependents.  In particular, the ILAW Section provides Status of Forces Agreement (SOFA) Certification Letters and SOFA Cancellation Letters.  In addition, the ILAW Section provides Approval Letters for the aforementioned individuals to engage in Commercial Activities or Private Employment in Japan.  Please, use the links below to digitally request the appropriate letter.
