Atsushi Sakima, right, signs a mutual agreement with Col. James G. Flynn Aug. 23 on Marine Corps Air Station Futenma. The agreement allows emergency vehicles from the city to pass through MCAS Futenma, facilitating faster emergency response. Sakima is the mayor of Ginowan City. Flynn is the commanding officer of MCAS Futenma.
